Debi earned her Certified Property Manager (CPM®) designation in 1984.  As a CPM®, she focuses on managing properties as investments, helping owners and investors achieve their financial performance goals.

She is trained to handle all property management tasks and manage portfolios of various property types. She possesses the strong analytical, troubleshooting and communications skills that enable her to deal successfully with complex issues and unforeseen obstacles.

It was these attributes that earned her the prestigious CPM® designation.  Debi also earned her National Affordable Housing Professional (NAHP) designation in 1994, and her Housing Credit Certified Professional (HCCP) in 2001.

Having grown from community manager to the president of her own firm, she was once responsible for the establishment of a branch office for a major real estate management firm.  She also served as the department head, supervising properties across several states, for a major local real estate syndicate.  Her firm has grown from its beginning with a single troubled property to a portfolio of over 2,500 units.

Debi is a member of the Institute of Real Estate Management (IREM), the National Association of REALTORS®, the Colorado Association of REALTORS® and is a founding member and past President of the Affordable Housing Management Association (AHMA-MPD).

She has also represented AHMA and National Affordable Housing Management Association for the Colorado Safe Neighborhood Action Plan (SNAP) in coordination with the City and County of Denver.  She has testified before Senator Allard for the continued need for Affordable Housing throughout the country.  Debi served on the Executive Council of IREM for five years and remains an active participant.

She has co-authored educational materials for property managers and has participated in training sessions as an instructor. She has been a consultant for other Property Management firms and has served as an expert witness.  Debi is a licensed Colorado real estate broker. Debi believes that you receive what you give, that life is a gift that should be lived for the betterment of our fellow beings.  She practices this philosophy in her day-day work and play.

Stacie Packard

Vice President, President Elect of the Affordable Housing Management Association (AHMA)

With more than 15 years of diversified Property Management experience, Stacie holds her Certified Professional Occupancy (CPO) certification, the National Affordable Housing Professional (NAHP) certification, and the Housing Credit Certified Professional (HCCP) certification. She is a Colorado Real Estate Broker and is actively pursuing her CPM® designation.

Stacie oversees the daily operations of many of the properties in the Ross portfolio, including more than100 employees.  She trains and cultivates on-site staffs and manages community relations.  She works hand-in-hand with the Regional Managers and the Site managers to ensure the overall success of the owners and investors’ goals.

Stacie is very knowledgeable with the nuances of managing new tax credit developments and has been heavily involved with acquisition/rehabs.  Her experience includes the successful implementation of the Relocation Plan for two properties, ensuring HUD URA Compliance/Tax Credit Compliance, Temporary and Permanent Relocation, Construction Draws/Relocation, and Payments/Timely Reporting to CHFA and to each Tax Credit Investor.

She holds regular meetings with the residents and the Construction General Contractor to make relocation renovations an easier process. Despite her fear of flying, Stacie once flew in a helicopter over a glacier in Alaska.  She loves to bake and especially enjoys cheering for her children as they excel at softball, baseball and football.

Brooke Young, SHCM

Regional Manager

Brooke has proven her ability to manage the most complex, diversified portfolio, by working her way through the ranks from a part-time leasing assistant to a Regional Manager.

While managing a 150-unit complex in Arvada she had three Above-Average audits with CHFA. What’s more, she raised the property’s REAC score from the 80s to the mid 90s.  She was then promoted to a new development owned by the Denver Housing Authority. All four phases of this complex are comprised of Public Housing, Tax Credit, HOME Funds, and Market Rate units.

While working on this project from the ground up, she worked with construction companies and the owners to complete city inspections, coordinate subcontractors, and align move-in dates to meet occupancy goals and schedules for the investors and Tax Credits.  During each new phase, the property passed first-year CHFA inspections, third-party auditor file inspections, and HOME Fund inspections with no findings.

Today, Brooke contributes to the Ross portfolio of properties by managing site staff daily operations, establishing and working toward each owner’s goals, and completing investor reports.  While working with the on-site staff she ensures that they are following yearly budgets while maximizing NOI.

She creates individual Marketing Plans for each property, helps with ongoing Yardi training, and facilitates an open line of communication between the on-site staff and the corporate office.  Brooke is also one of Ross’s Yardi trainers. She has traveled to Florida, Washington, and Wyoming to train other management companies on the Yardi software programs.  She also trains all new Ross Management employees.

Brooke assists with new move-in approvals and site file inspections.  Brooke has a business degree and maintains her currency in property management and LIHTC compliance through ongoing training through AHMA, NAHRO, Apartment Association, Denver Housing Authority, and Yardi.

Brooke loves to laugh and believes it’s one of the most important things in the world.  She enjoys cooking and baking, and she is extremely proud of her friends, family and work.

Joey Mattingly

Joey was seeking a challenging position in a fast paced environment, making him the perfect choice for the position. Working at Ross Management Group will take full advantage of his education, current skills and willingness to teach and to learn.

Joey’s previous position at CHFA as a Section 8 Officer – MOR/Voucher Specialist and his experience as an Office Coordinator for another property management firm will make him a great addition to the team. In addition to his industry experience, he is also pursuing his Master’s degree in accounting from Regis University.

His excellent industry reputation can be attributed to being a self-motivated and energetic problem solver, dedicated to raising the bar on the sustainability of affordable housing. Joey has experience preparing management review reports addressing owner compliance issues, reviewing resident files for program compliances and following up on REAC inspections. He has processed and reviewed monthly vouchers, corrected TRACS decencies and has knowledge in compliance training. He also acts as a liaison between owner/agent and residents during disagreements.

We know the addition of Joey to our team will help tremendously in our efforts to sustain affordable housing and better our community.

Lola Calhoun, CPO, SHCM

Section 8 Compliance and Tax Credit Officer

With 13 years in the affordable property management industry, Lola is the Compliance Manager for the Project-Based Section 8 properties and for three Tax Credit/Project Based Section 8 Combo properties.  Lola’s responsibilities include completing and transmitting all HAP Vouchers through the IMAX system, and training the site staff in compliance of the mandatory EIV system and of all HUD updates.


She completes the SAVE verification requests through the Department of Homeland Security.  She performs file audits through out the year and assists managers preparing for their Management and Occupancy reviews with CHFA.  She approves the Combo Tax Credit/Section 8 files for initial move-ins and re-certifications for more than 1,900 units.

Thanks to her deep familiarity with HUD Secure Online Systems, Lola is responsible for updating all forms when changes are required for HUD Section 8 and Section 42 tax credit properties.  In addition, she oversees the compliance for Section 8, Section 42 (tax credit) and the Combo properties (section 8 and tax credit). She attends Fair Housing training annually as well as continuing education classes for her CPO and SCHM certifications and HUD updates.  She is proficient in Yardi and assists in troubleshooting issues within the company.

Lola Calhoun completed her Low Income Tax Credit (LITC) training through the notoriously rigorous Novogardic & Company with a remarkable score of 98%. As Tax Credit Compliance Officer, she continues to stay on top of tax credit regulations to ensure that we help clients retain excellent client relations.

Lola loves horseback riding, camping, and getting lost in a good book. She also enjoys spending time gardening and spending time with her husband, children and five granddaughters. Nothing suits Lola better than a good challenge.

Jeanette Kanetta

Accounting Manager/Yardi Trainer

As an Accounting Manager, Jeanette has a thorough knowledge of software systems and is particularly proficient in the operation of several Yardi programs.

She recently oversaw the large task of upgrading the Ross system to Yardi Voyager.  Jeanette is responsible for setting and achieving internal controls within the Yardi database, creating new user password and menu sets to ensure internal controls are met, and setting up Section 8, conventional, and tax credit properties and appropriate chart of accounts.  She also customizes reports, tests all new upgrades, troubleshoots for optimum performance, and maintains all associated property management modules such as budget and forecasting, lease flow reports, and user dashboards.

Jeanette trains all new employees and conducts ongoing monthly trainings for regular employees.  She is responsible for preparing all updated Yardi training manuals.  Her latest accomplishment was the implementation of the Yardi Payroll system.

Since joining Ross, Jeanette has trained more than 200 employees and implemented  the Yardi software for more than 5,000 units.  Her education and certifications include: Yardi Conference CPE hours for 2005, 2006, 2007, 2008, and 2009; August 2006 Occupancy Certificate; May 2009 Certificate in up to date internal controls; and, July 2009 CPE Hours for Yardi training.

Jeanette loves to dance and play competitive sports, and she’s ever so proud of her children. If she had one free hour in a day, she would take them on a shopping spree and get them anything they wanted.

Maintenance

Our Maintenance Directors are the best in business.  Each has varied experience in HVAC, plumbing, electrical, system controls, writing work scopes, hiring contractors, hiring and training exemplary maintenance employees, and, perhaps most importantly, developing preventative maintenance programs.

At Ross Management Group, we have a thorough knowledge of OSHA regulations, developing Sec 504 Plans, and LEED know-how and maintenance.  We are astute in keeping up-to-date with new building regulations and environmental issues. We have a thorough knowledge of insurance requirements, contract administration and project management.

Energy audits are completed and energy efficiencies are evaluated.  All systems and building components are constantly monitored with energy efficient upgrades budgeted and implemented.

We provide specialized maintenance training and ongoing safety trainings.  We regularly receive refund premiums from workers’ compensation due to our very low work-related injuries.  We are deeply dedicated to the people we serve.
